Located in Melton and serving all of Victoria, we are committed to delivering high-quality work, building long-term relationships, and contributing to sustainable, resilient infrastructure across the state.
ABOUT THE FOUNDER
Balangkas Consulting was founded by Mitzi Lui Lam, a Chartered / Registered Professional Civil Engineer and Registered Project Manager in Victoria. Mitzi brings extensive experience across land development, stormwater, landfill CQA, construction compliance, and project governance, built over many years working within the civil engineering and construction sectors.
She has delivered technical input and oversight across subdivision works, road and pavement upgrades, landfill cell construction, and infrastructure projects throughout Victoria. Her approach combines practical engineering, clear communication, and a strong focus on regulatory alignment. She works closely with clients, contractors, and authorities to support compliant, constructable, and well-documented project outcomes.
Balangkas Consulting operates as a senior-led practice, with the flexibility to collaborate with trusted specialists and partner firms when projects require additional capability.
